What is the reform requirement in implementing a 'Plug and Play' facility in a State/UT
and what details of broad clearances are to included in it?
In order to provide further impetus to ‘Make in India’ program,
‘Plug and Play’ option is offered to intending manufacturing units to set up operation bases in a
State/UT. The three essential features of ‘Plug and Play’ facility are:
a. Land earmarked for industrial purpose is developed with adequate infrastructure -
information on industrial land availability should be available on GIS maps. The GIS system
should provide information on road infrastructure, water pipelines, sewerage systems,
electricity connections and gas pipelines that are available or accessible to each plot of land.
The system should also clearly highlight the type of industries that are permissible and the
common facilities that are available for the industries
b. Pre-approved clearances for the entire industrial park/estate and
c. For the remaining approvals required to be taken by the manufacturing unit for starting its
unit
The procedures and rules for obtaining the 'Plug and Play' facility are to be also clearly notified
with applicable timelines and intergrated into the online single window system.
The clearances/ approvals in a ‘Plug and Play’ facility may include the following:
1) Building Plan Approval
2) Fire NOC
3) Grant of Occupancy cum Completion Certificate
4) Water Connection
5) Non - Agricultural permission
6) Factory Plan Approval
7) Registration under building and other construction workers
8) Load sanction and Electricity connection
9) Consent to Establish
10) Registration under shops & establishment Act
11) Boiler Registration
12) Factory License
13) Consent to Operate
14) Drug Manufacturing License
15) Issue of License to Food Business Operator, manufacturing and sale of products
The State/UTs will be required to submit relevant government Order/notifications/ circular or
any other documentary evidences wherein the creation and features of the plug and play facility
have been mentioned in detail.
