What is the objective of designing Information Wizard/ System? What functionality are
to be included for Information Wizard/ System?
Information wizard acts as an interactive tool to provide comprehensive information about all
the compliances applicable (licenses/ registrations/ NoCs) or required during the pre-
establishment and pre-operation stages of establishing a business
The key functionalities of Information Wizard are as follows:
i. Investor can key in specific details (such as type of industry, number of employees,
location, etc) and obtain information regarding all State approvals applicable to
establishing (pre-establishment) and starting operations (pre-operations) of her/ his
business/ industrial unit.
ii. The online wizard should provide links to online application forms for licenses/ NOCs
required by users and their relevant notifications wherever necessary (pre-establishment
& pre-operation).
iii. The online wizard should provide details such as time taken, fees, procedures,
comprehensive list of documents required, and Departments involved for the applicable
NOCs/ registrations.
What are the criteria's relating to proposed regulation or license, which needs to be
mandated for display on the website, before it is enacted? How it is to be mandated?
The regulations are targeted to mandate that each proposed regulation or license (before it
is enacted) ensure coverage of following criteria displayed on the website:
i. Legal Basis - Does it have a basis in law/ act/ policy?
ii. Necessity - Does the license help Government achieve its objectives?
iii. Business-friendly - Does it impose minimum burden on businesses to achieve the
Government’s objectives?
iv. State may mandate it through GO/ Notification from the concerned department. State
may determine which department issues the mandate. The objective of the reform is to
ensure that any proposed legislation is determined to be business friendly through a
consultative process and public consultation.
