What is the objective of the reforms suggested under Environment Registration
enablers?
The main objective of this reform is to ensure the application process for all relevant
clearances such as CTO and CTE and their renewals thereof issued by State Pollution control
Boards can be obtained through an online portal with definite and clear timelines and
providing for online application submission, online payment, tracking of application and
ability to download the final certificate without any physical touchpoint. For state
governments, annual renewals imply repeated paperwork, inspection and costs associated
with recruiting and maintaining sufficient manpower to carry out the annual checks and
reregistration.
The reforms in this sub area aim to reduce the burden on both entrepreneurs and the
Government by simplification of procedures and allowing a system of third-party
verification/ self-certification in lieu of an annual exercise.
What are the functionalities that should be part of the system to be
implemented by States for Reforms 85-99?
Entrepreneurs should be able to fill out and submit the application form online
and should be able to pay all associated fees online.
Once submitted, the applications are processed and approved by each licensing
agency online, and not through a manual or hard copy process and facilitating a
system which allows the user to track the status of applications online using the
portal and once approved, the user can obtain the approval or registration
certificate online through the portal.
Authenticity of the approval or Consent granted by competent authority can be
verified online. and creation of platform with above features will have to be
undertaken by State either on its own accord or by using an NIC platform
