The new DPS HQ was first established in Camp Mabry. In 1953, DPS built its new headquarters facility on Austin’s
northern edge.
Glen McLaughlin at the DPS Crime Lab and Army Air Corp Forensic Training Course
Jack Ryle said that one of our Executive Directors, Glen McLaughlin, was instrumental in creating the DPS Crime Lab,
Homicide School, Forensic Training for the Army Air Corp, and assisted in the formation of (TCLEOSE), Texas Commission
on Law Enforcement Officers Standards and Education. Glen McLaughlin and Justice Jack Hightower helped with
formation of TCLEOSE. Senate Bill (SB)236 became effective on August 30, 1965. It was not funded until 1967 creating an
agency to improve the police profession.

150 Law Enforcement Administrators Conference, Bandera Tx

On March 3 TPA hosted the 150 Law Enforcement Administrators Conference. This conference was created by Texas
Department of Public Safety, Federal Bureau of Investigations, TCLEOSE and Texas Police Association in order to offer
training for mid and upper management of law enforcement agencies. It was designed to assist administrators develop
skills on leadership, management and promote character driven police culture.
We have been offering this course at the Mayan Dude Ranch in Bandera, Texas. The owners, Hicks Family, have
accommodated us all these years and have become part of our TPA family. I would also like to express my deepest thanks
to Past TPA President Bob Christy for his assistance with logistics, registration and coordination.
