                Lieutenant Wells recounted what he considered
        a very successful training mission.

                “The  BOSAR  training  was  presented  during
        a three-day program, the first two days spent at the
        QPS  Academy  and  consisting  of  a  combination  of
        classroom lecture and scenario drills.  The last day of
        training was held at the Queen Street Mall in downtown
