Trooper Mark Charbonnier award
On September 2, 1994 Massachusetts State Trooper Mark S. Charbonnier was killed in the line of duty.
His murder will remain with us forever. Mark was special beyond common men. He was our guiding light to do
the right thing, to fight crime and stand up to evil.
2019: Sergeant Brian Tully
Norfolk State Police Detective Unit
The 2019 Trooper Mark Charbonneir award winner was instrumental in putting together a top notch
homicide investigators seminar. Norfolk State Police Detective Unit, Sergeant Brian Tully, took the initiative to
organize, sought funding, researched topics which would enhance our members in the field of homicide and death
investigations. Sergeant Tully organized the first seminar in 2018 which included 79 attendees from the MSP and
the Office of the Chief Medical Examiner. Topics included crime scene processing, fugitive investigations, buccal
swab certification, Uber, Chief Medical Examiner Dr. Mindy Hull, digital evidence, street gangs, biohazard safety,
Pulse Nightclub case study.
After a successful 2018 course Sgt. Tully began to plan and execute a 2019 course. He again began the
arduous task of searching for funding, researching topics and finding presenters. The 2019 seminar included
140 attendees from the MSP, OCME, Springfield, Brookline, Cohasset, Dover, Franklin, Medway, Needham,
Norwood, Randolph, Stoughton, Weymouth, and Quincy. Topics were Chief Medical Examiner Dr. Hull, DVR
evidence, buccal swab certification, Todd Keohlhepp case study, legal update, legal panel discussion, officer
involved shootings, call detail records, street gangs, Golden State Killer case study, and genetic genealogy.
Congratulations to Sgt. Brian Tully for his hard work, dedication to our members in improving their
overall knowledge and techniques as we recognize him as the 2019 Trooper Mark Charbonnier award winner.
