1. Introduction
Liberia subscribed to the Global Framework for Climate Services (GFCS), which is to assist
member countries to establish a National Framework for Climate Services (NFCS). This study
seeks to establish a baseline data, an initial step for the establishment of NFCS. The work
involves assessing the current status of climate services using GFCS pillars and priority areas.
This document presents a methodological approach.
2. Understanding of the Terms of Reference
2.1. Survey scope
The scope of the survey is presented in Table 1. The survey seeks to establish current status of
climate services, following GFCS guidelines, on: 1) Stakeholder and user interface platform, 2)
climate information and services, 3) climate indigenous knowledge and gender issues, and 4)
climate policy and initiatives. The detail of each category is presented in the same table.
2.2. Study Activities
Table 2 presents the activities to be executes to produce the desired outputs in Section 2.3.
These activities are grouped under two headings: 1) Data and Data collection and 2) Data
Analysis and Reporting. The details of the activities are also presented in the same table.
2.3. Outputs
The terms of reference (TOR) specifies four outputs:
Baseline report
Reports on the sectorial and national consultation workshops
Data collection tools
