of Community Development: Journal of the Community Development Society. His
recent publications have appeared in Economic Development Quarterly, Public
Productivity and Management Review, Socio-economic Planning Sciences, and Re-
view of Regional Studies. He focuses on local economic development policy.
Sarah Low, M.S., is a doctoral student at the University of Illinois. Her cur-
rent research focuses upon entrepreneurship and regional economic asset
indicators relating to economic growth. Other recent research involved fis-
cal impact analyses of state enterprise zones and the economic impact
analyses of ethanol plants. She has been active in presenting research to
state legislators, fellow economists, and economic development practition-
ers.
Thomas S. Lyons, Ph.D., is Lawrence N. Field Family Chair in Entrepre-
neurship in the Zicklin School of Business, City University of New York. He
is a member of the national Advisory Group to the RUPRI Center for Rural
Entrepreneurship. He has written seven books and numerous articles and
technical reports on various aspects of state and local economic develop-
ment, with a focus on the role of entrepreneurship in local and regional de-
velopment efforts. He, with Gregg A. Lichtenstein, pioneered the Entrepre-
neurship League System used across the United States and in several other
countries.
Don Macke, M.A., is codirector of the Center for Rural Entrepreneurship.
The Center is a Rural Policy Research Institute national policy and research
organization. The RUPRI Center supports research, outreach, and policy
work throughout North America. He has more than 30 years of experience
in the field of rural community economic development. Previous experience
includes serving as a policy advisor in the Nebraska Legislature, executive di-
rector of the Nebraska Rural Development Commission, and has consult-
ing experience in 38 states, Canada, and the Caribbean. His current work
focuses on community-based strategies to support local entrepreneurs as
a core development approach. Along with Deborah Markley and Vick Luther,
Don recently coauthored Energizing Entrepreneurs: Charting a Course for Rural
Communities which along with a companion Website (www.energizing
entrepreneurs.org) provides a comprehensive guide for community leaders
seeking to build entrepreneurial strategies.
Deborah M. Markley, Ph.D., is managing director and director of research
with the Rural Policy Research Institute’s Center for Rural Entrepreneurship,
a national research and policy center. Her focus within the Center is practice-
driven research and evaluation of best models for entrepreneurship devel-
