planning programs.
Stephan Weiler, Ph.D., is professor in the Department of Economics at Col-
orado State University. From 2004 to 2006, he was assistant vice president
and economist at the Federal Reserve’s Center for the Study of Rural America
to lead the center’s applied research work. His research has spanned a variety
of developments and labor market issues in Africa, Appalachia, Europe, and
the American West. His current work focuses on regional economic growth
and development, particularly in struggling rural areas, combining theoreti-
cal, empirical, and policy analysis in topics such as geographic informational
asymmetries, public/private partnerships, industrial restructuring, housing,
immigration, entrepreneurship, and the environment.
Michael D. Woods, Ph.D., is a professor in the Department of Agricultural
Economics, Oklahoma State University, where he teaches, conducts re-
search, and provides community outreach programs in the area of commu-
nity economic development. Currently he is developing and delivering pro-
grams concerned with economic development options for Oklahoma
communities. He has published 21 journal articles, 28 Experiment Station
publications, 35 Extension publications, and four textbook chapters. He
has served on numerous state, regional, and local committees and boards
involving local economic development and business issues.
