 Some News from the EU Regulation COM (2014)0558 on Veterinary Medicines
This is the latest letter to be sent to representatives of the Council of the EU. At the last meeting of the Council of the EU the two most important articles were not discussed as too many other things took time. Hence, at the next meeting our main amendments hopefully will be discussed. So I have to ask you one more time, please be active and get in contact with the Health attaché to organise meetings with persons in charge, national agencies and ministry – this might work best! This has to be done by people in every single country, as a face-to-face meeting using the national language is needed to be successful in letting people know what it is about! Petra Weiermayer

 Dear Mr/Ms, representative of the Council of the EU,
The IAVH (International Association for Veterinary Homeopathy) has been lobbying the EU institutions to make sure that the part in the Proposal for the new Veterinary Medicines Regulation (COM(2014)0558) that relates to homeopathic medicines, is fit for purpose and in accordance with the EU and WHO strategies on alternative medicine.
In March 2016, the EU Parliament adopted two changes in article 115 and 116 of these proposals making sure that the prescription of unitary homeopathic medicines without indications by veterinary surgeons can continue in the future. These changes were necessary as other articles in relation to the use of homeopathic medicines, which are still in the EU Proposal do not reflect the reality and the nature of prescribing and using of homeopathic medicines.
These most important amendments agreed on by the EU parliament in March 2016 (amendment 303 + 304 on article 115 and 116) are dealing with the cascade. We want to underline that homeopathy does not fall under the cascade. This is made clear by the following proposed wording:
Article 115
By way of derogation from paragraph 1, homeopathic medicinal products may be administered to non-food producing animals.
Article 116
By way of derogation from paragraph 1 to 3, homeopathic medicinal products may be administered to treat food-producing animals under the responsibility of the veterinarian provided that thy contain only active ingredients listed in Table 1 of the Annex to Regulation (EU) No 37/2010 as substances for which no maximum limit needs to be set.
Justification
As the articles on the cascade already refer to medication authorised for human use, we (EU parliament, IAVH) think that within these two articles also homeopathic medicinal products registered for use in humans can be named. We deleted the word "veterinary" within these articles (instead of homeopathic veterinary medicinal products it is now homeopathic medicinal products) so that it is possible for veterinarians to use all homeopathic medicinal products registered for use in humans in animals.
These single homeopathic medicinal products cannot be differentiated from those used for humans with regards to their preparation, rules of prescription and physiological effects. Due to economic reasons, industries will not engage in the registration of veterinary single homeopathic medicinal products when they are already registered for use in humans. In order to be able to treat animals with single homeopathic medicinal products in future, amendments 303 and 304 are needed.
Attached are a number of documents pertaining to our lobbying efforts.
We hope that you can understand the need for proper regulation on homeopathic medicines. The adoption of amendments to articles 115 and 116 by the EU parliament on its own is proof that there is interest in safeguarding the use of unitary homeopathic medicines. We still need support to make sure that those who will attend the meetings of the council of the EU understand our concerns about the current proposals on the regulation of homeopathic medicines.
A summary of the points which illustrate the importance of supporting our efforts are:
1 Thecurrentproposalfortheregulationofhomeopathicmedicine lacks in clarity and is not in accordance with the nature of homeopathic medicine.
2 It is therefore not in the spirit of the current WHO strategy of introducing Traditional and Alternative Medicine within national medicine provisions for people.
3 The demand for homeopathy in the EU is growing.
4 The EU promotes the use of homeopathy in the organic farming. 5 It is likely to prevent homeopathy from becoming one of the tools
to help with the antibiotic resistance issues.
6 It goes against the EU drive to become smart and sustainable.
For the moment we focus on the amendments 303 and 304 on the articles 115 and 116 dealing with the use of homeopathy only.
