Work on the revised ROC began in 2023, with staffing of the document among the top leaders of the
respective Orders.
Prior to the formal signing of the ROC, the participants had a great deal of discussion on the purposes and
history of our Orders. The National Sojourners and MOWW share similar histories as organizations formed
by military officers in 1919, with the purposes of promoting fellowship among their members, and the
promotion of patriotic and educational programs, with a strong focus on youth leadership. Over time, the
membership of National Sojourners, a Masonic organization, has evolved to include all military ranks, as well
as honorary civilian members, to ensure the growth and perpetuity of our Order. The MOWW, on the other
hand, has remained an organization consisting of commissioned and warrant officers, and hereditary family
members. Consequently, they report declining numbers in recent years. At their 104th National Convention in
King of Prussia, PA, the MOWW passed a resolution to open their membership to the top-three non-
commissioned officer grades.

CDR Stanley Cairnes Miller

Personal: Stanley C. Miller was born in Canton, Ohio, on 4 Dec 1941 to Cairnes A. and
Lucy A. (Stanley) Miller. He attended public school in Dallas, Texas, and earned his
B.S. Degree in Health Care Administration from George Washington University and his
master’s courses at Central Michigan University. He married Miss Deanne R. (White)
Miller on 2 Aug 1981.
Uniformed Service: Stanley Miller entered the United States Navy Medical Service
Corps in September 1961. He served 11 years as a Hospital Corpsman (Medic) with several years of
independent duty involving various administrative duties including submitting and tracking budgets. He
served 19 years as a Medical Service Corps Officer (Hospital Administrator), responsible for submitting and
tracking multi-million-dollar budgets on every level, from a Naval Hospital Department to Division and
Headquarters levels as a Fiscal and Supply Officer in four commands. CDR Miller retired from the USN in
October 1991.
Masonic History: Brother Stanley Miller was raised in Chicora Lodge #366 in Charleston Heights, South
Carolina, on 23 Apr 1973. He affiliated with Pearl Lodge #66 in Turner, Oregon, in 1992; served as
Worshipful Master in 1995, 1997, and 2008; and won the Hiram Award in 1998. In Grand Lodge, he was
District Deputy of the Grand Master in 1996-98 and 2013-15 and was Grand Chaplain in 2017-18. In York
Rite, he is a member of Multnomah Chapter #1, RAM in Salem, served as its Excellent High Priest in 1998,
Grand High Priest in 2003, and was General Grand Chapter Ambassador for Oregon in 2006-08. In Cryptic
Masonry, he was a member of Hobson Council #1, served as its Illustrious Master in 1998, and Most
Illustrious Grand Master in 2010. In Commandery, he was a member of DeMolay Commandery #5; served as
its Eminent Commander in 1998-99, and Grand Commander in 2011. He received the KCT in 2004. He is a
member of the A.A.S.R. in the Valley of Charles and holds the 32° K.C.C.H. He is also a member of
A.A.O.N.M.S. in Aloha Temple and Al Kadeer Temple. His is a member of K.Y.C.H (Prior in 2008),
Y.R.S.C.N.A. (Governor 2003 and Grand Governor of Oregon 2007-10), Order of the Purple Cross,
H.R.A.K.T.P (Preceptor 2012) and member of the Red Cross of Constantine. In Order of Eastern Star, he is a
member Victoria Chapter #76, Order of Eastern Star and Past Worthy Patron in 1998, 2000, 2009, and 2017.
National Sojourners® & Heroes of ‘76®: Brother CDR Stanley Miller joined National Sojourners in 1984
and was an MMIP in 18 Chapters. He was an Emeritus Member, a Committee of 33 member (1994-2003) and
its Chairman for 8 years, Horton-Tourtillott Award recipient in 1995, and National Commander of Heroes of
‘76® in 2004-05.
