Board of Directors and the National Trustees combined, until
such time as a new set of bylaws and regulations are promul-
gated which are in better consonance with the Laws of the
State of Virginia and
WHEREAS This is a crucial step on the road to relevance of
our Order, and our interactions with all Grand Jurisdictions
and appendant bodies.
WHEREAS It is a necessary step in creating an environment
that fosters the lasting endurance of the Order. It will change
the constituent membership that comes to national meetings,
in due course, and make it much more representative of the
membership at large.

Therefor be it RESOLVED that
2021-5 National Convention, Mid-Winter Meetings, and
Special/Meetings

WHEREAS National Regulation 7.1 Paragraph 2 sub para-
graph d. states a Quorum. Seventy Five Voting delegates, rep-
resenting not less than ten chapters shall constitute a Quorum
at all National Conventions and
WHEREAS After a search of Regulations/By-laws no infor-
mation could be found that determined how a number for a
Quorum was determined when this Regulation was updated
in 2002!! and
WHEREAS The Membership has declined between 2002 and
2020, and the Quorum should be reduced also. The current
number was a SWAG and the same method must be used to
set a new Quorum.

Therefor be it RESOLVED that National Regulation 7.1 para-
graph 2 Sub Paragraph d. be changed to Read;

d.Quorum. Fifty voting members and delegates, representing
not less than ten Chaptersshall constitute a Quorum at all Na-
tional Conventions.

2021-6 Resolution submittal date

WHEREAS The suspense date for submitting resolutions cur-
rent reads “by November 1st” and

WHEREAS a more appropriate wording is “on or before the
first day in November.”
Therefor be it RESOLVED that Article 20.2 of the By Laws be
amended as follows:
20.2 The Chapters of National Sojourners must be given
written notice of any proposed amendment not less than sev-
enty-five days prior to the date of the aforesaid Convention,
normally by publication in THE SOJOURNER publication.
