FROM THE CHIEF OF THE CORPS
Finance and Comptroller Teammates,
The Finance Corps (FC) started 2026 with multiple initiatives and undergoing a
cultural shift known as the Army’s Continuous Transformation. These efforts are
no longer just about balancing the books—it is about operationalizing
financial management (FM) to ensure the Army can fight and win in a data-driven,
multi-domain environment. The strategy is primarily guided by the Army
Financial Management Strategy (AFMS) 2028, which aligns with the broader
Department of War (formerly DoD) vision of "Peace through Strength."
The AFMS28 outlines a strategic agenda for the future, including:

• Developing streamlined financial operations that support every Soldier and mission.
• Emphasizing financial readiness at all levels of command.
• Investing in people, processes, and systems to enhance overall financial management
capabilities.
This strategy reflects the commitment to create a resilient support environment that anticipates
future challenges.
Core Factors Driving Transformation:
• Agility and Creativity: The Army must be agile and creative to counter unpredictable
adversaries while operating under fiscal constraints. This requires a shift in how FM functions to
support the operational forces.
• Data-Driven Decision Making/Artificial Intelligence: FC is leveraging data analytics and
innovation to anticipate needs rather than merely react. This involves using technology
strategically to ensure preemptive action. Furthermore, use AI-driven tools to provide
commanders with predictive cost estimation, allowing them to see the financial impact of tactical
decisions before they are made.
• Integrated ERP Deployment: The Army is moving towards a unified business system that
integrates finance with other domains like logistics and personnel, reducing stove-piped data.
Continuous Transformation Approach:
To move beyond traditional rigid frameworks, the Army Finance Corps is pursuing a continuous
transformation model:
• Rapid Integration of Technologies: Products and technologies are rapidly integrated based on
immediate needs rather than waiting for lengthy development cycles.
• Feedback Loop with Soldiers: Continuous feedback from the field informs the refinement of
financial processes and tools. This helps in aligning support with real-time operational
requirements.
Future Outlook:
The focus on transformation within the Finance Corps is not only about immediate operational
efficiency but also lays a foundation for future capabilities. The FM’s evolution is critical in
supporting the broader objectives of the Army as it adapts to the changing landscape of warfare.
