STATUTE NO. 3
                            INVITATIONS TO BECOME ASSOCIATED CENTRES



                                                PREAMABLE


            THE WBU:
            TAKING NOTE  that, in pursuance of the policy decision of the Fourth Meeting the WBU
            Council to adopt a proactive measure to invite suitable institutions to become Approved
            Associated Centres of the WBU, the WBU adopts the Statute No.3 on 12 May B.E. 2546
            (2003).  This Statute enters into force on the same date as its adoption and has details
            as follows:


                                                  ARTICLE I

            1.  The President of a Regional Centre, an Office Bearer or an Executive Council Member
               of The WFB or a Councilor of the WBU may recommend to the Rector any institution
               which in his or her opinion is a suitable institution to be invited to become an Approved
               Associated Centre of the WBU.
            2.  The letter of recommendation shall provide as much as possible the following
               information:

                 A.  Full name of the institution;
                 B.  Its mailing address;
                 C.  Its telephone and fax numbers and email addresses;
                 D.  Date of its establishment;
                 E.  Its governing body (Names of members);
                 F.  Nature of the built facilities;
                 G.  Number of buildings and floor areas;
                 H.  Number of books in the library;
                 I.  Accessible to Internet resources;
                 J.  Names and qualifications of Chief Executive Officer as well as all faculty
                     members and  staff;
                 K.  Educational and training programs in detail;
                 L.  Profile of the Student Body according to age, gender, race and educational
                     programs;
                 M.  Financial stability;
                 N.  Nature of Government recognition and public reputation.
