Many people have asked: “How are the public parks in Taipei been formed?”
In the past, the gardens of China and Taiwan were private spaces either owned by the royalty
in palace or the gentry, such as the Lin Family Mansion and Garden (as known as Linjia
Garden).Instead, the daily gatherings and recreational activities of the civilian population
were mostly carried out in open spaces such as the plaza in front of the city gates or temples,
and the examination shed, such as the Taipei City Gate (Nanmen and Beimen) and the
Chenghuang Temple in Dadaocheng.Before Japanese occupation (1895~1945), there wasn’t
any governmental construction of public park or green space. During Japanese occupation,
Taiwan's urban planning and street renovation were implemented due the influence of
Western urban planning. Many “public-served” infrastructures were conducted and carried
out."Taipei urban revision plan" had mapped out a scheme of 17 large parks. That was the
beginning of Taipei city constructing public infrastructures that provided the citizens public
spaces for public recreation and entertainment purpose.The introduction of "Public" Park has
begun the development of public infrastructure of parks and green spaces in Taipei City for

the following century.
Looking into the planning history of the green infrastructure of Taipei City, the researches
and practices of Taipei Green infrastructure, Landscape Outline Project and the the vision
of land use development were mostly conducted by the Department of Urban Development
of Taipei City Government.The "Taipei City Strategic Planning for Park and Green Space
System" is a research project on green infrastructure that firstly conducted by the authority
of Parks and Street Lights Office of Taipei City Government.Taipei basin is surrounded by
mountains. The landscape, ecosystem, weather condition and culture development of Taipei
all together form a very unique environmental characteristic.The research project not only
looks into the management of each park/ green space. In addition, the project aims to draw
a blueprint of the green infrastructure development scheme for Taipei.The research project
examines the green infrastructure of Taipei City in a systematic planning approach, and
discusses urban planning issues in variety of aspects and scales.Considering the impact of
climate change, the research project reviews the purpose, development goal and role of the
parks, green spaces, plazas and playgrounds throughout the city. The project not only responds
to local needs, but also creates places that have various activities of green living style practice.
