Issues and Actions Align with the Global Trend
Pictureing Parks Under Climate Change
According to the report of the United Nations Intergovernmental Panel on Climate Change (IPCC)
in 2018, the global warming can no longer be controlled by 2 ̊C temperature change. It is necessary
to control the temperature within 1.5 ̊C, so that the earth can maintain its current status. While
the official representatives of 195 countries around the world discussed the path and goals of global
carbon reduction in the 24 th Conference of the Parties (COP24), the island countries far away from
the Pacific have clearly felt the crisis of sea level rise and flooding homes. The challenge of climate
change has become a global common issue. Energy conservation and carbon reduction cannot be
only slogans or sporadic sparks. Due to climate change, global warming, urban heat island effect and
urban flooding are seriously affecting urban ecology. The park and green space as the lung of the city
plays a very important role.
Taipei City is a basin-shaped city surrounded by mountains. When disasters occur, parks and
green spaces can provide disaster prevention and shelter and on weekdays, they can also provide a
comfortable place for citizens to have good leisure time. In addition, according to the research data
from experts, they’re psychologically and physiologically related to the health of the people. It is
necessary that park and green space in Taipei should respond and establish a park and green space
system that can reflect climate change and be compatible with citizens’ lives.
“ Sustainability" Is Implemented in Urban Governance and
Is Also Implemented in Everyday of People's Lives
Taipei is facing the issue of climate change a well as other countries do. At the same time, the
aging of the population is causing a transformation of the social demographic structure. Whether
it is the environment or the social population, there are higher demand and expectation for public
facilities. The park and green space system as an important part in overall public facilities, in the
face of the transformation of people and the environment, should be more flexible. The United
Nations Committee on World Environment and Development (WCED) has confirmed in 1983
that "environmental issues are global and firm, and the establishment of a sustainable development
policy is a common interest of all countries", and premised on this, "sustainability" should be the
goal of various developments. The development of Taipei City will explore the environmental issues
of “locality” in accordance with the characteristics and nature of the land, and try to make the needs
of the contemporary citizens inclusive and tandem with the park green space system. Make them
an important satisfying green space as well as a rich green experience for citizens. Build a rich and
diverse sustainable green future for Taipei city with a way that is adapted and moderate for the
sustainability of environment.
