 Early Release
On March 19th, Hillsbor- ough County Sheriff Chad Chronister released 164 in- mates from the Hillsborough County Jail. The purpose of the early release was so that it would reduce the chances of spreading the Coronavirus to other inmates and jail per- sonnel.
One of those individuals released was 26-year-old Joseph Edward Williams. Williams had been arrested on March 13th and charged with possession of heroin and possession of drug paraphernalia. At the time of his arrest, his bond was set at $2,500.
On March 20th, at approx- imately 10:40 p.m., Sheriff’s deputies were dispatched to the 8000 block of Ash Av- enue, in Progress Village in reference to a shooting.
When deputies arrived at the scene, they discovered that a man was suffering from gunshot wounds. The unidentified victim was transported to Tampa Gen- eral Hospital, where he was pronounced deceased.
The investigation into the murder led detectives to in- formation that identified Williams as the gunman in the fatal encounter.
Williams was arrested on Tuesday and charged with second-degree murder, re- sisting an officer with vio- lence, being a felon in possession of a firearm, pos- session of heroin and posses- sion of drug paraphernalia. He is currently being held at the Hillsborough County Jail without bond.

commit crimes while he was out of jail awaiting resolution of a low-level, non-violent of- fense. As a result, I call on the State Attorney to prosecute this defendant to the fullest extent of the law. Every mur- der, every violent crime, es- pecially those involving a gun, is a sickening example of the worst in our commu- nity, especially at a time when our community is working relentlessly to fight against the spread of this deadly COVID-19.
”Judges, prosecutors, and Sheriffs around the country are facing difficult decisions during this health crisis with respect to balancing public health and public safety. Sheriffs in Florida and throughout our country have released non-violent, low- level offenders to protect our deputies and the jail popula- tion from an outbreak.”
Williams has charged with assorted felonies and misdemeanors a total of 35 times.
Sheriff Chronister fur- ther said that non-violent in- mates will be released on case-by-case basis.
