Crime/Investigations
Company Owner Arrested For Illegal Commercial Dumping
Police Investigate Fatal Traffic Accident
The Hillsborough County Sheriff’s Office arrested a Tampa man and charged him with felony illegal dumping. The incident oc- curred in December.
Police received two anonymous complaints about the dumping on the property at 10716 Broadway Avenue., The callers told po- lice the dumping had been taking place during the last 6 months.
During the investigation, detectives surveilled the area and learned that American Waste Services brought in 40-yard dumpsters onto the property and dumped waste 39 times.
On January 4th, detectives initiated a traffic stop on a truck leaving the property that had removed an empty waste roll off. The driver identified himself as Robert
ROBERT ROGAN
Rogan, the owner of Ameri- can Waste Services and Pay- less Waste Services.
Police said they learned through their investigation that Rogan had made a deal to bring the trash onto the property for $100 a load and that it was to be burned later.
Detectives and represen- tatives from the EPC met with the owner of the prop- erty and issued a cease and
desist order. Rogan agreed to remove the property he had dumped from the area.
When detectives returned to the property on February 14th, the debris had not been cleaned up. They met with the State Attorney’s Office and decided to arrest Rogan, who was on proba- tion for grand theft.
Rogan, 50, was booked into the Hillsborough County Jail and is being held without bond.
Several agencies, includ- ing the EPC, the Hillsbor- ough County Sheriff’s Office, the Hillsborough County Health Department, and the Hillsborough County Mos- quito Control Office, each are conducting their own inves- tigations.
It is estimated that it will cost more than $250,000 to clean the property.

The Tampa Police De- partment is currently inves- tigating a fatal traffic accident. The accident took place on E. Columbus Drive.
Police have not released the name of the victim pend- ing notification of next of kin. However, they said the victim is an adult man.
At approximately 5:40 a.m., the man was struck by a dump truck and the driver
of the truck left the scene. Police said a vehicle match- ing the description of the dump truck was located near N. 50th Street and In- terstate 4, where it was de- tained by the Hillsborough County Sheriff’s Office.

slept in the room with him and he was checked on throughout the night.
