BISHOP THOMAS SCOTT
In November 1996, Dr. Thomas Scott was elected to the Hillsborough County Com- mission and was re-elected two additional terms. He served as the Chairman of the Board of County Commission- ers from November 1997 through November 1998. He was re-elected as chairman for two additional terms in No- vember 2002 and 2003.
He was elected to the Tampa City Council March of 2007 and he was sworn in on April 1, 2007.
The first African American to serve on the Hillsborough County Board of Commission- ers was E. L. Bing. Mr. Bing was appointed to serve on the board.
E. L. BING
E. L. Bing was appointed to serve on the the Hillsbor- ough Board of County Com- missioners. He was appointed by Governor Bob Graham in 1982.
RUBIN PADGETT, SR. Padgett was the first
Black elected to serve as a County Commissioner in Hillsborough County.
DR. SANDRA WILSON
Dr. Sandra Wilson was appointed to complete the term of Mrs. Kimbell upon her death in 1994.
SYLVIA RODRIGUEZ KIMBELL
Mrs. Kimbell was the first Black woman elected to serve after defeating Rubin Padgett in 1989. She was re- elected in 1992 and died while serving on June 3, 1994.
KEVIN WHITE Kevin White was
elected to serve as the repre- sentative for District 3 in 2006. He served one term.
GWEN MYERS
Mrs. Gwen Myers was
elected to serve as the Hills- borough County Commis- sioner for District 3 in November 2020. She replaces Les Miller, Jr.
LESLEY MILLER, JR. Les Miller, Jr., success-
fully ran for the office of Hillsborough County Com- missioner in 2010. He re- mained in the position for
