Black History
The first African American to serve on the City Council was Mr. Perry Harvey, Jr. He defeated Rubin Pad- gett, Sr., by 20 votes to win the seat.
PERRY C. HARVEY JR.,
Mr. Harvey was the first Black elected to serve on the City Council in 1983. Mr. Harvey served on the City Council 12 years, from 1983 to 1995.
City Council Members
GWEN MILLER
Gwen Miller was elected in 1995 to serve as the repre- sentative for the City Council District 5 Seat. During her tenure, she served as Chair Pro–
Tem. She remained on the board for 16 years, serving 8
as District 5 representative and then serving in an at- large seat in District 1 until 2011.
BETTY WIGGINS Betty Wiggins was ap-
pointed to the board in 1997 to replace a member who had been removed. She was
elected to the board in 1998.
KEVIN WHITE White was elected to
serve as the District 5 repre- sentative in 2004. He re- signed to run for the Hillsborough County Board of County Commissioners on 11/21/2006. Frank Red- dick (Appointed by the City Council; served from 12/7/2006 – 3/31/2007 to complete White’s term.
CURTIS STOKES
Curtis Stokes was ap- pointed by the City Council to serve from 7/22/2010 to 3/31/2011 to complete a va- cated seat.
THOMAS SCOTT
Thomas Scott was elected to serve in the District 5 Seat. He served as the Board’s Chairman from 4/1/2008 to 3/31/2011.
FRANK REDDICK
Frank Reddick was elected to the District 5 Seat from 2011 to 2015. He served as the Chairman from April 2018 to April 2019. Reddick did not seek re-election be- cause he decided to run for the County Commission Dis- trict 3 Seat in 2020.
ORLANDO GUDES
Orlando Gudes was elected to represent District 5 in 2020. He is a retired Tampa Police officer.
