is best involved in action planning along with the ISU extensionists. The LGU is also involved in the
planning and workshops. The Barangay Integrated Development Plan is then formulated which
scores the commitment and linkage of the university, the LGU, private sectors, and other
stakeholders in the community. Various training such as livelihood development, technology skills,
leadership, and values formation shall be implemented by the colleges under close coordination
and supervision of the university extension department. Technologies are disseminated in the form
of print, broadcast, and video materials. Periodic monitoring and evaluation and process
documentation shall be conducted by the university in which the barangay officials are also key
informants.

The University adopts a participatory and bottoms-Up Approach in the planning and decision-
making process. The community, the people, and other stakeholders participate and their voices
are being heard collectively. Community officials and institutions are also being recognized and
consulted in the process. Consultations and dialogues are always effective media by which the
participatory approach is effective to achieve an end goal of people empowerment.
Another best practice is that technology/knowledge disseminated will be complemented
with print, broadcast, and video materials. The packaging of development support communication
materials will be undertaken. The type of development support communication depends upon the
situation. Movies are usually integrated into training to emphasize specific value critical to the
success of an intervention. Technologies are given in print but are normally demonstrated
depending on their feasibility.
In line with IPAG projects in partnership with the Department of Interior and Local
Government, the latter facilitates the monitoring and evaluating while engaging the former. Citizen
Satisfaction Survey results were presented to the LGU officials, functionaries and stakeholders to
serves as a reference in preparing their Citizens’ Priority Action Plan (CPAP). In the case of
Santiago City, a re-round of citizen satisfaction survey was conducted in 2017 to ascertain if the
actions made by the LGU as a result of the 2014 survey work well.
