DIGITAL TRANSFORMATION OF GOVERNMENT JAUNGUUASRTY 2018
To date, pilot and proof-of-concept trails of blockchain technology has achieved an eight-times return on the federal government’s investment.
Bloomberg Government predicts:
• “Federal agencies will launch 10-12 multimillion-dollar contracts for
blockchain expertise and blockchain-as-a-service in fiscal 2019.
• Some of the most innovative blockchain projects will take place at the state level, as states are often less encumbered by bureaucracy and legacy infrastructure.
• The federal government will launch a project to provide every American a digital identity connected to their social security numbers and passports by fiscal 2024.” (Blockchain in Government, Kevin Brancato and Michaela Ross, August 2018)
Artificial Intelligence supercharges the power of blockchain technology
United Solutions, the federal government’s largest blockchain contractor in 2018, specializes in “supercharging” blockchain technology with Artificial Intelligence to transform agency processes.
In 2017, the Government Services Administration awarded United Solutions a contract to develop the agency’s first federal procurement open source blockchain proof-of-concept (PoC) and artificial intelligence platform. Built in seven weeks, the PoC automated the procurement process and reduced the time to award contracts from 100 days to less than 10 days. By automating processes such as financial review, the blockchain platform eliminated human error, bias and subjectivity from the procurement process. Smart contract (e.g., programmable chaincode) was deployed within the blockchain to automatically calculate the financial health score from the offerors’ balance sheets and income statements, in a standard fashion using commercial and government best practices.
The PoC demonstrated that blockchain technology, when combined with artificial intelligence and robotics, can modernize federal procurement and provide the foundational architecture for widespread automation.
At the ACT-IAC’s 2017 Blockchain Forum, United Solutions founder and CEO David Nguyen discussed his experience developing the GSA proof-of-concept and AI platform, saying:
