ZAKAT IN MALAYSIA



          PPZ-MAIWP


          PPZ-MAIWP was established as a result of a proposal by Dato’ Haji Rahim bin Abu
          Bakar to Tan Sri Dato’ Dr. Mohd Yusof Noor to explore a new system and a new
          organisation  structure  for  zakat  collection  in  1990.  PPZ-MAIWP  was  formed  and
          began operations in 1991 via the corporatisation of Hartasuci Sdn. Bhd.


          PPZ-MAIWP’s Main Responsibilities
          •  To collect zakat
          •  To inculcate awareness among the public about zakat and the responsibility to
            pay zakat
          •  To calculate the zakat amounts due (both for individuals and companies)
          •  To increase the zakat collection amount and the number of zakat payers


          While  PPZ  is  responsible  for  collecting  zakat,  the  aspect  of  zakat  distribution  is
          managed by Baitulmal MAIWP. PPZ’s Board of Directors supervises the agency’s day-
          to-day management, and the agency is headed by a Chief Executive Officer. There are
          four divisions, namely Operations, Human Resource, Finance, and IT Division. Each
          division has various functional units.
          Improvements implemented to date
          •   Increased the number of zakat payers via better management
          •   Computerised  zakat  collection  activities,  which  can  be  easily  expanDed  to the
            national level
          •   Facilitates Muslims in performing the third pillar of Islam by issuing reminders on
            zakat obligations

          PPZ focuses  on reaching  out to Muslims  and reminding  them of their  zakat
          obligations. Among the measures taken are organising talks, providing explanations,
          and sending reminders via direct communication through the available media. Other
          means of communications include posters, pamphlets, and brochures.
          •   Provides efficient counter services to make it easy to perform the ibadah (worship)
            of paying zakat
          •   Provides clear and sufficient information to enable potential payers to fulfil their
            obligations

          PPZ believes in adopting an educative approach rather than a punitive approach to
          increase self-awareness among Muslims.
          •   Provides regular updates to the public on the information and statistics related to
            the agency’s progress
          •   Creates awareness on the role of zakat in fulfilling the needs of the Muslim Ummah
