Community Action Timeline

1964

Congress passed the Economic Opportunity Act

establishing & funding Community Action Agencies.

1974

The Economic Opportunity Act was terminated & replaced with

the Community Service Act of 1974.

1981

The Community Service Act was replaced by the Community
Service Block Grant (CSBG) Act. As a block grant, funding

now passed through states before dissemination to local
agencies.

1993

Congress passed the Government Performance and
Results Act (GPRA) which emphasized accountability,

performance management and measuring results.
