What are Vulnerable
Populations?
Vulnerable populations are those
groups who have an increased risk
to develop adverse health
outcomes. Risk is an epidemiologic
term that refers to some people
having a higher probability of
illness than others. Vulnerable
populations often experience
multiple cumulative risks.
This may include some of the following: the poor and homeless,
pregnant adolescents, migrant workers, severely intellectual
disabled, substance abusers, domestically abused individuals,
persons with communicable disease, and those at risk
persons with HIV.
