⚫ Community Action Agencies help people change their lives for the

better, and helps communities become better places to live.

⚫ CAAs are change agents -- not simply service providers -- and the

“change” we focus on is the “transition to self sufficiency” or

“movement out of poverty” or even “achieving stability”.

We must also be able to identify how our historic

interventions produce results.
