A model based on a “multi-year expenditure
estimate” for the AZV has been introduced
IN July of this year, an agreement was reached within the health-
care sector, emphasizing the necessity and importance of a
“multi-year financial framework” to maintain a sustainable AZV
fund. Yesterday, AZV presented this plan to the healthcare field.
The presentation aimed to inform about how they arrived at the
multi-year financial framework.

EVERY year, in accordance with the provisions of the Chamber of
Commerce and Industry (KvK) Ordinance and the KvK Election
Ordinance, KvK holds elections for board members according to
a fixed schedule and a rotating system, where every 3 out of the
9 positions become vacant. This creates opportunities for new
members to join the board, contribute to the work and goals of
KvK, while maintaining continuity within the board. Members
whose terms are ending can also make themselves eligible for
re-election if they wish.
The position of a KvK board member is voluntary and unpaid,
with a term of 3 years. In return, it provides an opportunity for
the member to become more involved and closely acquainted
with the development of our economy, helping KvK fulfill its legal
tasks while focusing on the needs and general interests of our
business community. As a KvK member, active participation and
an affinity with the private sector and various issues of impor-
tance to trade and our economy are essential.
KvK is a unique legal entity with tasks assigned by law, including
representing the general interests of trade and industry in Aruba,

professionals within AZV, as well as external professionals who
contributed to this project. This project was monitored by, among
others, Professor Jeurissen, a Healthcare Economist from the
Netherlands. The multi-year financial framework is a model that
predicts healthcare costs, taking into account over 2,500 points
of care when calculating income and expenses.
Thanks to this model, healthcare in Aruba can be planned and
executed more efficiently, aligning with the vision of Minister
Oduber and the AZV Executive Agency to strengthen healthcare
in Aruba and maintain a high standard of care for the current
population and future generations.
Another goal of this “multi-year financial framework” is to replace
the 60 million cuts imposed by the Netherlands, a cut for which
the Netherlands never provided a clear rationale. It should be
noted that Aruba was never in agreement with this particular cut.
Minister Dangui Oduber is immensely proud of this “multi-year
financial framework,” which is a historic milestone for Aruba and
will professionalize the financing of healthcare on the island.

associations, and UBOs. KvK also provides advice to the Minister
of Economic Affairs regarding business establishment permits
and advises the Government on socioeconomic and financial
matters.
Additionally, KvK has custody of the annual accounts of NV, AVV,
and VBA entities with a legal obligation to deposit them at KvK.
Besides this, KvK offers support and information to entrepreneurs,
both newcomers and established ones, and provides economic/
commercial information to local and foreign investors and entre-
preneurs. KvK organizes various activities, such as talks, courses,
seminars, events, and trade missions, all aimed at contributing to
sustainable economic development in Aruba.
Currently, individuals interested in becoming KvK board members
can visit KvK to obtain the candidate registration/application
package or email the KvK Secretariat. During the period from
November 1st to November 14th, 2023, the completed candidate
application form with at least 15 voter signatures supporting
the candidate can be submitted to KvK. These voters are indi-
viduals with positions of responsibility within companies and
are registered on the KvK-published lists of “Small Enterprises”
and “Large Enterprises,” which are also available on our website:
