Rwanda


                                                                                     Uncomfortable Truths


            lacking in governance, Rwanda cannot ignore the threat of destabilising acts that are ever-
            present.

                  Major m'zuŋ u aid donors would achieve more if they collaborated with the African
            Union on a regional strategy which overall provided infrastructure and governance through
            robust institutions in the provinces around Rwanda and Lake Tanganyika. Significant

            investment leading to a more developed local economy in that region would go a long way
            to stabilising a much wider area of Sub-Saharan Africa.

            Roman & American Empires and m'zuŋ u Hypocrisy
            Post-World War Two, USA foreign affairs have mirrored that of the Roman Empire.

            Rome and its immediate provinces were the 'homeland'. Those in power could expect to
            remain in power so long as the 'homeland' was not attacked. The rest of the Italian

            peninsula was the 'breadbasket' for the 'homeland'.
                  To protect both the 'homeland' and its 'breadbasket', Rome fought its frontier wars.

            Frontier wars are a deliberate and, to some, necessary tool of the Empire. Wars fought at

            the very edge of your empire serve several purposes. By forcing any potential rival empire
            to engage in wars on your own frontiers, you wear down and exhaust their military

            capability. And so you remove the threat of their ever attacking your 'homeland'. But
            frontier wars also fuel the Empire's economy. They provide new markets for the products

            your empire produces. They also provide contracts for businesses within your empire for

            things like construction and reconstruction.
                  And so during post-World War Two, we had open conflicts in places far away from the

            USA. Vietnam, Iraq...And less open conflicts such as the South American military dictators

            of the 1970s and 1980s. Almost of all of whom were alumni of the USA institution known
            as 'The School of the Americas'.

                  Israel understands this concept. And as a relatively small country is especially

            conscious of threats from just across the border. And so we get a history of Israel taking
            'out of country' initiatives to neutralise these threats.

                  Different people, from different backgrounds and living in different countries,

            seemingly acquiesce about the USA and Israel 'out of country' actions, (and I do accept that by
