A Summary of the Trilogy
FCDO
ODF is increasingly seen as an effective form of Development Aid. Splitting the UK Aid
Budget between ODF and ODA makes sense. But a proper understanding of how best to
pursue both ODA and ODF gives the proof (if any was needed) as to why FCDO is not the right
vehicle for either.
ODF delivered under the leadership of people such as the CBI (Confederation of
British Industry) and partnered with the African Diaspora will always have greater traction -
and produce more non-Aid business opportunities (for both Africans and the UK).
Bringing the ‘informal aid’ spend into a greater alignment with the official ODA is
potentially capable of adding GBP billions to the resources / funding available for formal
UK ODA initiatives.. Bringing this about is very much a domestic matter and so it stretches
the imagination to believe that the FCDO can provide the right leadership in this.
Blurring the distinction between Overseas Development Aid (ODA) and Overseas
Development Finance (ODF) leads the worst of both worlds. The UK does have a range of
interests in Africa, and FCO clearly has its part to play in furthering these. But UK Aid is
not one of these.
