Of course most 'zuŋ u don't see it quite like that. They ignore large elements of their
spending as being discretionary so much so that when claiming UK unemployment benefits
they are shocked to see the gap between their estimates and those of the UK government
as to what actually is a necessary amount to live on.
And many if not most World Bank, IMF and DfiD/FCDO employees will live in an even
more rarefied atmosphere.
