            Anyone who has personally undertaken significant Change Management projects will

            readily understand the above and find it easy to also understand that successful change
            management is only achieved by having a genuine understanding of the reactions and

            emotions of the people who are the subject of the changes.
                 Aid donor countries and their institutions should place a much greater weight on the

            degree of changes achieved by an African government than in measurements of supposed

            improvements in ( 'zuŋ u perceived) democratic processes.

            The Leadership Behaviour Continuum
            As referred to elsewhere, an essential part of Change Management has to be the

            understanding of and reference to The Leadership Behaviour Continuum.

            Initial stages of Change Management may well require a ‘boss centred’ style of
            management. And over time, this can be, and should be, gradually replaced by a freer, more

            joint style of relationship.
                 Development of underdeveloped countries by definition pits a government, made up

            of those who have achieved a high level of cognitive development, and who are tasked (if

            not required) by  'zuŋ u aid donor countries and their Bretton Wood Institutions, to deliver
            fairly sophisticated changes across all manner of societal behaviour, and to do so in a
            context where the vast majority of the people undergoing these changes have a far lower

            level of cognitive development and lack any relevant past experience that would help them
            to understand the rationale behind many of the expected changes.
