to answer the question, it should be understood that no single department has overall
responsibility to address all of the challenges presented by demographic shift faced by the UK
or to capitalise on the opportunities this presents. Rather, the implications are spread across
many departments, with policies implemented by one often having a direct or indirect effect on
another.

objectives. In some cases, the department that implements a policy will not be the one that

Community Twinning
It should shame our people as to just how few community twinning arrangements there are
between the UK and Africa’s least developed nations. A sense of obligation to ex-colonies
should have meant that we went out of our way to establish and maintain ties with local
communities in these countries. But there are other compelling reasons. Community
twinning projects have the potential to
increase the proportion of UK population who ‘understand’ Africa, feel connected with Africa /
reduce the use of negative stereotypes & racism generally
raise the aspirations of local Africans, increase their motivation to adopt ‘change’
add to / increase formal ODA aid resources as individuals, groups and communities undertake
their own initiatives
