A multi-tiered Kaleidoscope
‘circumstances’ that inhibit a government’s freedom of policy (fractionalisation, political
instability)

The overall mosaic that is formed by these tiers and their layers creates an Africa where no
two African governments face exactly the same difficulties. A rarity of academics and
long-term diplomats do have that ability to know how to look through this multi-tiered lens
and be able to understand,
Why this is here and not there?
Why do people do this here but not there?
Why this is possible here but not there?
Why..…?

But the ordinary 'zuŋ u is still more likely to talk of Africa as though it is a single
entity. To think of ‘development’ in Africa as a ‘straight line’ issue. To form views based on
the misconception that what might be possible in a m’zungu country must also be possible
in an African country. And so it is that all sorts of negative views about Africans and
African governments are born and exaggerated.
