                                                                                  It’s a different world now!


            variety of informal settings, conversing with people of widely differing backgrounds, there
            is a deep cynicism towards Chinese 'help' in Africa.

                  And the pent up cynicism and anger are even greater with the former colonial powers.

            Frustration with the International Criminal Court (ICC) has grown in Africa because the
            court has convicted only one man, an African warlord, and all others it has charged are

            also Africans.
                  The ICC has opened investigations into eight cases, all of which are in Africa,

            including Uganda, Democratic Republic of the Congo (DRC), Central African Republic (CAR),

            Darfur, Kenya, Libya, Côte d'Ivoire and Mali.
                  Five of the eight cases were referred voluntarily by the African governments in

            question; two through a UNSC resolution supported by all but one African member in the

            council at the time, and the Kenyan one was opened at the ICC prosecutor's request.

            The m'zuŋ u church tells Uganda they must NOT allow 'same sex' relationships. The USA,
            UK and other governments threaten sanctions unless Uganda allows 'same sex'

            relationships!
                  The UK, more than most countries, will have to go out of its way to create a new

            relationship with Africa. In that sense, the merger of DfiD with FCO had all the hallmarks of

            a retrograde step. One which over time may have exactly the opposite effect that certain
            'Westminster-centric' people expect.

                  And 21st century Africa is much more capable of rejecting 'Westminster-centric'
