The transponder is not a guarantee against collisions, but it can reduce the risk.
And with mode C, you can enter class C airspace.
Assigning an individual SSR code to a VFR flight does not mean the flight is
continuously monitored by radar, or that the flight has been cleared for entry
into areas where VFR flights must be conducted as controlled flights according
to air traffic regulations, BL 7-1, point 4.6.1.1.
