               1  iRAD Background and Development

               1.1  Background

                       There are about 150,000 fatalities annually due to road traffic accidents in India.

               This  high  number  of  fatalities  led  the  Government  to  develop  a  system  to  reduce
               accidents  and  fatalities.  Government  of  India  had  committed  to  achieve  the

               Sustainable Development Goal (SDG 3.6) of reducing road traffic Injury and fatalities
               by half by the year 2030.


                       One of the successful models in India for road safety is the data-driven systems

               approach in Tamil Nadu. On May 18, 2019, a presentation was made by TN police
               and IIT Madras to Ministry of Road Transport and Highways (MoRTH) on a data-driven

               system approach to road safety pursued in Tamil Nadu. MoRTH had decided to adopt

               this  integrated  road  accident  database  management  system  as  a  way  forward  for
               strengthening data collection and planning of countermeasures across the nation.


                       IIT Madras conducted a workshop to discuss the way forward and acceptability

               among police in six States to the proposed integrated road accident database on June
               18, 2019. Senior officials from MoRTH, World Bank, Police from the six States and

               others participated in this workshop. At the end of the workshop, it was decided that
               World Bank will fund this proposal, and IIT Madras will design the system, evaluate

               performance, have master trainers who will train the trainers to be deployed in each

               district, and act as a think-tank to advise MoRTH and the State Governments.

                       World Bank officials recommended that a program implementation agency be

               appointed to develop the necessary software and IT infrastructure, integrating with

               existing  IT  systems  used  across  Departments  both  nationally  and  in  the  States,
               recruitment  and  management  of  trainers  at  State  and  district  HQ,  hardware

               procurement and maintenance, support as help desk and continuous improvement.
               After a detailed discussion on the possibilities, it was decided to have NICSI as the

               implementation agency. This decision was arrived primarily based on the extensive

               engagement of NICSI with various IT initiatives across Governments.
