iRAD Software Application – Training Manual

                       NICSI had multiple knowledge transfer sessions and took the source codes of
               application developed at IITM by January of 2020. This application was to be used for

               alignment at the time of orientation of the States. Parallelly, NICSI was to develop the

               detailed application as per the architecture and integrate existing applications used by
               stakeholder  Departments,  deployment  of  servers  and  manpower  in  districts,  and

               continue to work on improvements based on customer feedback.


               1.2  Development of iRAD

                       The Integrated Road Accident Database (iRAD) was designed (Appendix 1) by

               IIT Madras  and  when  fully  implemented  will  be  India’s  first National road  accident
               database  integrating  the  important  stakeholder  Departments  of  Police,  Health,

               Transport and Highways. This creates an ecosystem for quality accident investigation
               and  primary  data  collection  by  the  domain  experts  of  each  of  the  stakeholder

               Departments in the State.


                       The iRAD development is divided into three critical activities. The first activity
               is to have a comprehensive  software  development. Second is to build robust IT

               infrastructure by procuring hardware for deploying the iRAD system pan-India. Lastly

               and most  importantly,  convince  and  train  the  stakeholders pan-India  to  adopt  a
               data-driven system approach to road safety.


               1.3  Software Development

                       iRAD software, as designed by IIT Madras has three critical parts (Figure 1)

               which are as follows:

                       1.  A  field  application  to  record  the  GIS  information  of  the  accident,  collect/

                          support first responder observation of the accident scene. Collect necessary
                          evidence  of  the  accident  scene  by  recording  photos,  videos  and  audio

                          recording, and leverage information collection by the public (citizens) from
                          the accident scene. This field application should be platform agonistic or

                          available at least in Android, iOS and Windows mobile platforms.
