 3.9.4 District Task Team (DTT)
The structure comprises of two political champions (MEC and District Mayor), administrative champion (HOD), district convener, Local Task-Teams, senior departmental and municipal officials, sector department managers, political principals from Local Municipalities, civil society, and all other relevant stakeholders.
Political Champions (MEC & District Mayor) - to provide political leadership and guidance.
Administrative Champion (HOD) - to provide administrative leadership and guidance – develop a monitoring mechanism in terms of the participation and compliance of government departments.
Provincial Convener - to provide the linkages between the Office of the Premier and the District Task-Team.

3.9.5 Intergovernmental Government Relations
The Intergovernmental Relations Act requires the establishment of structures and mechanisms aimed at ensuring a high level of input. To ensure effective Intergovernmental Relations the municipality has a dedicated IGR Officer. At a municipal level, different forums have been established to facilitate performance and service delivery. The referred to forums consist of representatives from different spheres of governments, local municipalities, parastatals and other. IGR clusters are not meant to duplicate the work of Municipal forums as those are meant to deal with specifics/ details other than strategic issues. Municipal Forums will remain in existence and therefore, the reports from these forums will be submitted to the relevant IGR Cluster for consideration. Recently provincial COGTA made a recommendation for IGR to be part of senior management’s performance contracts and for District IGR reports to form part of MuniMEC and council. The introduction of the District Development Model has let to the establishment of IGR clusters to ensure all stakeholders are represented, these clusters include Economic Sector and Infrastructure Development (ESID), Social Protection, Community and Human Development (SPCHD), Justice Crime Prevention and Security (JPCS), Governance & Administration, and the Communication Cluster. All resolutions taken within the above mentioned clusters are reported to the Technical command which consists of mainly the Municipal Managers of the District Family.
