3.3.19 Funding Arrangements
The Ugu District Municipality budgets for all Disaster Risk Management Programs. Budget is separated for Operations and Capital items. National/Provincial Disaster Management also provides conditional grants for Reconstruction & Rehabilitation Projects as well as the Construction of Disaster Management Centres. In the 2017/18 the District put aside a budget of R6.9 million for all disaster related programs.
Ugu District Municipal Fire Services Equipment
Ugu District has a total of 3 vehicles for fire and rescue services.
• Fire Truck 6000 Lt
• Land Cruiser - Skid Unit with Light Duty Jaws of Life
• Land Cruiser - Skid Unit with Heavy Duty Jaws of Life
The district has 3 years’ Service Level Agreements with 4 LMs that is in place and each municipality is allocated funds yearly to support Fire and Rescue operations to the amount of R400 000.00 per LM.

3.3.20 Enhancement of Fire Services Capacity in the District & Local Level
In support the district has been providing training to both EPWP and disaster management volunteers, the training focuses on Basic fire, fire bylaws and Disaster Management. The EPWP and disaster Management volunteers were recruited from all 4 Local Municipalities and will are working within their jurisdictions. The amendment Act 16 of 2015 encourages involvement and incorporation of Traditional Leaders in Disaster Management programs. The district in-collaboration with Local Municipalities have complied with the Act. Continuous engagements with Traditional Council are in place, meetings are used as a platform that discusses Disaster Risk Reduction Programs and capacity building.
3.3.21 Disaster Management Emerging Key Issues
From the analysis of the state of Disaster Management in the Ugu District Municipality area of jurisdiction the key emerging issues can be summarised as follows:
• There is a lack of capacity for disaster management at a local municipal level which creates constraints to the district for
the implementation of disaster management programs.
• Appointment of Fire Personnel for both the District and Local Municipalities
