 comprised of a variety of Ugu officials from all Departments and areas of the Municipality. Some of the sites which have benefitted from this plan are as follows: -
• Harding Offices – Installation of Gate and new rail with new motor
• Marburg Workshop-Installation of 2x New 200 Litre geyser’s at Standby Quarters and refurbishment of Middle Building
Ablution Water Service
• Disaster Management Centre- Conclusion of Paving that was damage by Fleet heavy duty Roll-back trucks and TLB
• Park-Rynie -Edhoc minor plumbing issues
• Oslo-Beach offices Phase 1-Repairing of Roof for Server room
• Oslo-Beach offices-Minor Maintenance for both Phase 1 and Phase 2
The municipal sites that have benefited through routine preventative maintenance carried out in line with the Maintenance Plan for 2020/2021 include amongst others:
• Harding Satellite office
• Oslo Beach Phases 1 and 2
• Disaster Centre
• Park-Rynie
• Marburg Workshop offices
A project for the development and upgrade of fixed property is underway where the accommodation of the growing organisation in the long term is being proactively focussed on, these projects include the development of the Oslo Beach offices phase 3 to include buildings which will accommodate the Ugu South Coast development agency and the Ugu South coast tourism entities. Park Rynie Standby Quarters have been fully refurbished, workshops upgraded, and storage garages constructed. The Disaster Management Phase 2 was completed, the fire tenders and the storage facilities for the Disaster centre have also been completed and handed over during the 2020/21 FY. Standby Quarters for Harding was purchased and forms part of the maintenance plan for the 2020/21 FY. Due to cash constraints maintenance is not as preventative but more reactive and the Section hopes that in the future financial year, backlog in building maintenance and facades will improve.
3.4.12 Fleet Management
Fleet Management plays a very integral part in the execution of daily activities in the Municipality and is one of the biggest spenders of the operational budget thus its proper management is of utmost importance. Fleet Management involves the following functions:
• Identification of vehicles for replacement and disposal;
• Repair and maintenance of vehicles;
• Licensing of vehicles;
• Monitoring fuel usage and vehicle abuse;
• Annual verification of vehicles and driver’s licenses; and
• Accident management.
Ugu District municipality has 283 vehicles within its Fleet, used primarily for water services provision. During the 2020/2021 financial year, the municipality will purchase 19 vehicles through the RT57 contract using the Budget allocation of R13 000 000, the request to add the municipality to participate on the existing RT 57 contract has been sent to Department of Treasury. The municipality have maintained vehicles utilising the R12,000,000 budget allocation provided on the Municipality’s capital budget.
In addition, a vehicle maintenance schedule plan is in place and the vehicles under 100 000 kms are maintained by the Agents to secure warranties. The in-house mechanics currently do some minor repairs. The coordination of new vehicle licensing and renewals at relevant intervals is also of importance to ensure all vehicles are always road worthy. The municipality spends approximately R1.4million per month on fuel which includes vehicles, generators, grass cutters and all the service plant operations.
A challenge still exists on the monitoring of fuel usage and the Fleet Management Section reports quarterly to the Management Committee on the statistics per department to create awareness of use. In addition, a cross cutting SDBIP target was implemented in the 2016/17 financial year whereby all Departments were expected to save at least 15 % on fuel usage, which is measured in litres. Many departments have struggled with achieving this target and it is an ongoing area of focus.
