 5. DISASTER MANAGEMENT
a) Disaster Management Structure
For any incident to be handled effectively, it is vital that the management structure is clear and properly understood by the organisation. UNIZULU has adopted a logical three- tier approach that can be directly compared to its normal management structure.
• Strategic Arm: The Executive (senior level of Management) that formulates policy and make decisions, assuming overall command.
• Tactical Arm: employees that translate the decisions of the Strategic Arm into operational activity on the ground, co-ordinating and issuing sets of tasks that are completed by the Operational Arm.
• Operational Arm: Employees who are often working on site, who carry out instructions from above.
This section considers the responsibilities of the Executive Arm. Those of the operational arm, the CRT, are discussed in the following section (Disaster Response).
b) Declaration of an Emergency or Disaster
In the event of an emergency or disaster coming to the attention of the Protective Services Department (PSD), the PSD shift supervisor shall follow PSD standard operating procedures. If the disaster warrants it, the shift supervisor shall communicate immediately with the PSD duty officer.
Depending on the magnitude of the incident, the duty officer would contact the Deputy Director: PSD or designee, who would then communicate with the Director: PSD or designee who will communicate with the Chair of the CRT.
The Executive Director: Infrastructure will, if necessary, notify the Deputy Vice-Chancellor (DVC) or Vice-Chancellor (VC) who will inform the EXCO and Council and declare an emergency.
The purpose of this communication process is to ensure that the information reaches all relevant decision makers and all affected employees and students, external stakeholders and the media.
5.1 MANAGEMENT TEAM
It is essential that members of the University’s senior management recognise their ultimate responsibility for planning the University’s response to incidents and providing appropriate guidance and support to members of the university community during and after disaster situations to protect their safety and security.
The Management Team is formed for this purpose and should meet at least once a year to review procedures and update this DMP where necessary.
The team should also conduct post-incident meetings to evaluate the effectiveness of the disaster management procedures.
It is important that the same team of people is responsible for handling any incidents that may arise at UNIZULU. This will mean that the University deals consistently and procedurally with incidents and that as little pressure as possible is placed on those dealing with the emergency – particularly those who have not previously dealt with these types of emergency situations. The Management Team (Senior Management and the Academic Leadership Forum) includes but is not limited to:
