Security officials should themselves be trained in first aid at a minimum of Level 1 and have information on other qualified first aiders and other statutory appointees at the University who may be called upon if required. A central list of these is kept up to date by the Safety Health and Environment (SHE) Office.
5.2 Office of the Vice-Chancellor
As the Chief Executive Officer of UNIZULU, the VC or, in his/ her absence, the DVC has responsibility for the overall management of the institution. It is thus important that he/ she is notified of all incidents.
5.3 Executive Director: Infrastructure
As the most senior operations staff member bearing ultimate responsibility for the University’s physical infrastructure and assets, including water and electricity supply, and the like, the Executive Director: Infrastructure or his/her designee has overall responsibility for damage control, with the following
responsibilities in the event of an emergency or incident:
1) Serves as the Chair of the CRT.
2) Declares the level of disaster based on reports from
the PSD and other experts.
3) Authorises campus evacuation orders.
4) Directs and coordinates specific campus-wide
response activities and campus support operations for isolated incidents involving students (Dean of Students).
5) Appoints CRT employees within the Infrastructure Directorate to serve on the CRT which performs shutdown procedures, controls hazardous areas, supplies barricades, assists Building Emergency Coordinators with evacuation procedures and supports management as required.
6) Provides vehicles, equipment, and operators for movement of employees and supplies, and assigns vehicles for disaster use as required by the CRT and other key UNIZULU administrators.
7) Appoints and leads the Damage Assessment Team with the assistance of appropriate agencies to assess damage from the disaster, prepare the University’s specific responses and reports the findings to the VC/ DVC.
5.4 CRT Terms of Reference
The CRT will be convened when an incident demonstrates potential to be no longer manageable using existing management protocols, creating the possibility of it impacting on service areas and/or the operations of the University and is defined as an emergency as stated earlier in this document. It is therefore imperative that serious incidents which have the potential to be declared as major incidents are communicated in a timely manner via the Director: PSD to the Executive Director: Infrastructure who will cascade the matter to the DCV or VC.
Once convened, the CRT will, as a matter of priority, ensure that everything is done to preserve life and then perform three principal functions:
a) Provide strategic and tactical management during an
incident
b) As far as is reasonably practicable, maintain normal
operations
c) Protect the University’s assets, including its
reputation
