HEMIS
HEMIS submissions are done to ensure that the University secures a government funding subsidy, and guides institutional strategic planning and decision-making processes in a manner that is responsive to the demands of the external regulatory environment as determined by the HET Ministry and other role-players. In 2020, a review and analysis of data was conducted and various reports produced and submitted to DHET. These submitted databases enable the University to receive government funding subsidies such as block grants and some of the earmarked grants as stipulated in the Ministerial Statements on University Funding issued every year. The University has had a consistently positive and astonishing achievement of maintaining error-free Student, Staff and Postdoctoral Fellowships HEMIS databases for four years in a row. All submissions were either submitted earlier than the national due date or on time in line with the national due date.
The Student and Staff 2019 HEMIS data was submitted with success on 31 August 2020, which was an extended due date by DHET. The Student database contained six
files that had no fatal errors. The Staff data contained two files that also had no fatal errors. This was the biggest achievement in maintaining the highest data integrity of the HEMIS databases technically. The extension of the national due date was announced for all universities by DHET due to the COVID-19 pandemic interruption. The challenge in this activity was the multiple delays caused by the External Auditors as the University waited for more than a week for the final report to be issued, which was not different to the draft report it had received a week before. Upon further intervention made by Executive Director of the Institute of People Development (IPD), DHET accepted the submitted report with the findings reflecting there and further made recommendations on how the University must attend to what was highlighted by the audit findings. The plan of action to implement these recommendations is being devised by the HEMIS Office, which will include performing a mock audit in the 2020 data to prepare for the next final audit in advance.
The HEMIS Office began preparing for the 2020 HEMIS data mock audit, which will be conducted by the HEMIS Office to prepare in advance for the 2020 External Audit process due in June-July 2021. Upon having a meeting in September 2020, the forum resolved that an Audit Improvement Plan be
