To provide strategic, governance and ins tu onal support services.
This strategic objec ve outcome-oriented goal is linked to Programme 1: Governance (Leadership)
and Administra on and Programme 2: Parliamentary Support Services.
10.3.1. Strategic objec ve 1
Demonstrable good governance by con nuously improving governance processes and prac ces.
10.3.2. Strategic objec ve 2
Modernised and con nuously improved ins tu onal procedures and processes towards suppor ng
the func ons of parliament.
10.3.3. Strategic objec ve 4
To provide for and maintain conducive facili es and to ensure a safe working environment for
Members and staff.
10.4. SERVICE-DELIVERY ENVIRONMENT
The WCPP is mandated by the Cons tu on to perform oversight over the execu ve, make laws and
facilitate public involvement in its ac vi es. In this regard the Administra on provided procedural
and related support to Members, commi ees and the House.
The WCPP’s stakeholders are as follows:
• Members;
• Staff;
• Speaker and the Office of the Speaker;
• Office of the Premier (Internal Audit);
• Government departments;
• People of the Western Cape;
• Vendors;
• Parliament and other legislatures;
• South African Police Service;
• Poli cal par es;
• Auditor-General of South Africa;
• Parliamentary Oversight Commi ee; and
• Shared Audit Commi ee.
10.5. ORGANISATIONAL ENVIRONMENT
The Secretary and employees of the WCPP are appointed in terms of the Western Cape Law on the
Powers and Privileges of the Provincial Legislature Act, 1995 (Act 3 of 1995).
The organisa onal structure as at 31 March 2022 is depicted on page 102 .
