We have completed the reconciliations for the 2023 Combined Annual Meeting and Summer School
for Lawyers and Judges and while we realized a net profit of $76,090, this was $23,910 short of the
projected $100,000. This shortfall can be attributed primarily to increased food and beverage
expenses. This net income is after successfully negotiating with the Louisiana Judicial College to
reduce its share of the proceeds from $187 to $162 for judges registering for the full program and
from $162 to $137 for judges opting for the four-day registration. This was a one-time arrangement
and LJC proceeds will return to the higher levels for 2024 and beyond. However, we have developed
a revised fee structure for both attorneys and judges, which structure reflects reasonable fee increases
to help cover higher costs. The Supreme Court and Louisiana Judicial College have approved the
increase in judges’ registration fees. The Board will consider the increases at its November meeting.

EMERITUS RULE
On September 22, 2023, the Louisiana Supreme Court amended Rule XVIII, Section 3(B) to clarify
two issues: (1) attorneys electing emeritus status may only engage in the pro bono practice of law
without compensation through a program established, sponsored, or recognized by the Louisiana
State Bar Association’s Access to Justice Program, and (2) may serve on receivership team panels,
as defined in Rule XIX, § 27. All other portions of the rule remain unchanged. I requested the
clarification regarding “without compensation” after an attorney attempted in June to elect
emeritus status even though she was doing contract work for a legal services provider. She claimed
she qualified because she was working at below market rates and therefore it was pro bono work.

TRANSITION INTO PRACTICE (TIP) MENTORING PROGRAM
The LSBA recently launched its new TIP website at Mentoring Programs (lsba.org). It features
information about the program, as well as resources for both mentors and mentees. The Bar also
published a new TIP brochure, which was disseminated to candidates at the October Admissions
Ceremony.
