I. RATIONALE
The JH CERILLES STATE COLLEGE considers Cultural competitions to be an integral
part of educational institutions, offering students a platform to showcase their talents
beyond the conventional academic setting. Every year, the Culture and Arts Festival is
being held to further build a sense of community among member institutions.
These events play a crucial role in fostering creativity, promoting diversity, and building
a sense of community among students.
II. OBJECTIVES OF JHCSC CULTURE AND THE ARTS FESTIVAL
• Encouraging creativity and innovation to help participants think outside the box
and push the boundaries of their creative expression.
• Promoting diversity and inclusivity within Schools by creating an environment that
welcomes students from diverse cultural, ethnic, and socio-economic
backgrounds.
• Incorporating cultural and social activities to allow students to interact, share
experiences, learn from one another, and develop lasting friendships.
III. ORGANIZATION AND MANAGEMENT
PALARO Culture and the Arts Festival is organized by the School and shall be jointly
managed by DSA and the JHCSC Culture and the Arts Directors and committee. The
competition shall run in accordance with the guidelines, rules and regulations
recommended by the PALARO Management Committee and approved by the JHCSC
Executive Committee.
