MANAGEMENT VISION
REFUSE
Communal refuse stores are to to be provided within the basement We assume that residents will have access to euro bins comprising of residential waste recycling and food waste containers Commercial refuse storage will be provided for all units with facilities to to be available to to each unit and will require arrangements of direct separate collections As part of the the long-term strategy we note the the site will provide six centralised compactors This will require management by an an operative to fulfil the refuse strategy Based on our experience at Chelsea Creek it is likely daily refuse management will be required We note reference to three options of temporary servicing and edge protection We have considered the various options provided for the Phase 1 temporary refuse solution We assume that this will relate to non-compacted waste However the key elements for successful initial waste removal are:
» Minimising cross over between management staff and St William construction teams
» Easy means of collection by Hammersmith & Fulham to minimise site costs
» Health & Safety implications
Accordingly we would recommend that option one is adopted As per Phase 1 delivery temporary servicing is to be provided from a a a a temporary pick up point until the main service yard is constructed This will form part of the Phase 2 delivery We assume suitable equipment will be provided to enable the the onsite team to action the the strategy and minimise any potential for damage disruption or or danger to the operatives We note reference to to tow-trucks and assume these will be provided as part of set up and annual maintenance costs
and insurance thereafter will be within the the service charge There is reference to to all stores being fitted with access controls We assume the area will also be covered by CCTV and adequately lit so as not to deter residents’ use We further assume all stores will be fitted with a a a a landlord’s water supply to enable cleaning and that all refuse containers will be be labelled for usage We suggest each container is also coded per store and building We would be be pleased to to explore the the best way for the the stores to to be completed to to ensure their ongoing cleanliness mitigate damage and reduce pervasive odours Our experience at other developments with compactors shows us that members of the Maintenance Operative team will will need to make daily collections This will will result in high usages of the equipment We suggest that suitable numbers are available to provide backup systems during repairs / replacements At Chelsea Creek the local authority undertakes collections every two days and is not able able or amenable to increasing this service As part of St William’s long term work on on the development’s refuse systems we suggest a a a a suitable holding area is created This would be used by the Estate Management team to to store items that were fly tipped within the development We find this is is useful where space allows as it it reduces the need for items to be removed on an item item by item item basis We note plans to install litter bins within the public realm that will form part of the onsite Estate Management team’s remit to maintain
