Case study 1. UNIDO responds to call for action by the President of Mongolia: Training
conducted on emergency livestock slaughter and flaying

Case study 1. EU SECiM upscaling to nationwide emergency response
Mongolia has been facing an extreme dry summer and drought during 2020, and many regions
are forecasted to be affected by ‘dzud’ – a local term for severe winter, which causes extensive

livestock mortality. As livestock struggle with a lack of adequate forage in the grasslands an
estimated 5.5 million livestock is expected to die in the country.
Responding to an urgent call for action by the President of Mongolia and in close coordination
with the Ministry of Food, Agriculture and Light Industry (MOFALI) and Mongolian National
Chamber of Commerce and Industry (MNCCI), UNIDO, MALI and AUO jointly conducted an
emergency training to 50 senior army officers on safe animal slaughtering and flaying, building
upon one of the outputs of the EU-funded ‘Supporting Employment creation in Mongolia’
                 project.
As a next step, these military personnel trained 2000-3000 soldiers who have conducted the
slaughtering in six provinces (aimags) and thus to produce 40,000 tons of meat for exports
during 40 days under the President’s order. The prepared meat was exported to China. As a
result, herders from 6 provinces were able to be supported and 5,5 million heads of livestock
were utilized and avoided to die from dzud risk.
Apart from providing guidance on veterinary, safety and hygiene standards, the training,
conducted at Makh Market factory abattoir, resulted in practical skills on the use of technical
tools such as the professional meat cutting, deboning and flaying knives and static flaying frame
(SFF) and produced a training guide.
Speaking at the General Staff of Mongolian Armed Forces (GSMAF) premises, where the initial
briefing was held, Mr. Tapan Mishra, Resident Coordinator of UN in Mongolia highlighted the
contributions made by UNIDO and the SECIM project: “We worked on improving the value
chain by supporting quality, which has highly contributed to the achievement of the SDGs.
