        Region 2 Paul Cicarella (CT-MA-ME-NH-NJ-NY-RI-VT)
                        NCISS is pleased to announce at the Mid‐Term in NYC, the attending NCISS Board approved the
                        appointment of Paul Cicarella as the new Region 2 Director ‐ which covers the New England states.
                        Paul Cicarella founded Advanced Investigations of Stratford, CT and fills a long vacancy for a Region 2
                        Director.

                        Paul started PI work in Connecticut just out of
                        college, then he took a break from PI work, joined
        law enforcement with the Department of Corrections. Following an
        injury, he started his PI business 10 years ago, as the youngest
        licensed investigator in CT.  He has a great staff at Advanced
        Investigations, and attended the University of New Haven for his
        master’s degree in Advanced Investigations.



        Region 3 Bob Dunn (DC-DE-FL-GA-MD-PR-NC-SC-VA)
        North Carolina PI Licensing Invalidated
        Greg Hatten (TJ Conner and Associates, Asheville, NC) shared this information with members:
        A half‐dozen state boards and commissions are unconstitutional because the governor lacks sufficient control over their
        membership, a judicial panel recently ruled. The unanimous order by the three trial court judges invalidates these
        regulatory, licensing and funding distribution boards until the General Assembly retools them with new legislation, or if
        a higher court blocks enforcement of the order if there's an appeal. Some of the panels regulate child care, hand out
        clean‐water grants and license private investigators.

        U.S. Post Office ‐ Informed Delivery
        Kelly Riddle (Kelmar Global, San Antonio TX) shared this information with members:
        I have been subscribed to the Informed Delivery program with the U.S. Postal Office for some time. If you sign up, you
        get an email each day with an actual photo of the front of each item they intend to delivery that same day. A couple of
        nights ago a local news program gave a good warning regarding a scam. Seems that some people are signing up on other
        people's account and are watching their mail for items they want to steal (including packages) So even if you don't want
        the email, you should go to their site and OPT OUT so that no one else can sign up and get your email notifications. Also
        as investigators, we need to know this is happening to help solve identity and financial crimes.
