NCISS Outstanding Service Award
Francie Koehler, CPI, CCDI, CLI
NCISS Legislative Chair, Investigations
At the Mid-Term Board Meeting in New York City, President Brad Duffy announced the resignation of Francie Koehler as
Legislative Chair for Investigations. This comes after a long tenure, since 2013, and she will be missed. Finding her
replacement is a difficult but important task as we head into the new year.
Francie has been conducting civil and criminal investigations at both federal and state levels since 1985. A licensed
private investigator in California, Francie’s chief investigative focus is pre-trial and post-conviction criminal defense
through her agency, Special Circumstances of Oakland CA. She holds multiple degrees in Criminal Justice and is currently
a Doctoral Candidate. She has also earned multiple certifications, including CALI’s Certified Private Investigator, NALI’s
Certified Legal Investigator, and CDITC’s Certified Criminal Defense Investigator, Certified Forensic Interviewer, and
Certified Forensic Science Investigator.
In addition to being a Past President, Board Chairwoman, and Secretary for NCISS, she is also a Past President of CALI,
and has served on several committees of both associations. She has testified before California’s Senate and Assembly
Committees and received CALI’s Legislative Excellence Award, as well as CALI’s highest honor, the Distinguished
Achievement Award and Investigator of the Year, as well as four CALI President’s Awards. NCISS has recognized her with
the Wayne J. Wunder Award and NCISS’s highest honor, the John J. Duffy Memorial Achievement Award. Francie hosts a
weekly internationally recognized internet radio program, PI’s Declassified!
